Explanatory Memoranda
When a bill is introduced to the parliament during the first reading, an explanatory memorandum or explanatory note may be made available at the same time. An explantory memorandum aims to clarify the purpose and intended operation of the bill. It explains the bill clause by clause.
These memoranda or notes can be useful in helping to interpret the legislation. They may also be taken into account by courts when considering an Act.
