Is it possible for the librarians of various libraries to make routine checks at the quiet study areas to ensure that people are not making excessive amount of noise?

Our shelving staff are regularly moving around the library areas and do "talk" to library users who are not using the areas as they should be.
I will ask them to be particularly aware during this period of exams.
